basically i wanna know if i need to re-jet the carb if i modify the exhaust to my 2003 yamaha v-star 650 custom, i saw guys online (on youtube) how they put on after-market exhaust to their bikes saying “no re-jet”. is this true? is it ok to do?

NO, you don’t have to re-jet the carb when you install a aftermarket exhaust
install the new exhaust pipes and IF the bike backfires under deceleration then you need to re-jet it, but if it don’t backfire, don’t jet it.
re-jetting only works when you open the air box up and give it more intake air
if you do re-jet it, its easy, just change the main jet to size ‘115″ and leave the pilot jet alone and don’t buy an expensive re-jet kit, just go to the dealer and spend a few dollars on 2 size “115″ jets
I know many people that leave the jetting alone with loud pipes and have no problems, re-jetting will give you more power and less gas mileage

the best way to do this is buy the aftermarket exhaust and keep the baffles in the exhaust and run it for 50 or so mile then pull out one of the plugs and if its gray you are fine if its white or black you will have to rejet

V & H Cruzers exhaust sound great on a XVS650 and run well without rejetting.
