Affiliate programs are almost always cost per action (CPA) — meaning they only pay the affiliates when a desired action took place. It could be a sale, a sign up, a newsletter subscription, or a verifiable lead.
Amazon.com’s affiliate program lets you earn money everytime you sell something from their website
eBay’s affiliate program lets you earn money when someone signs up and actually participates in the marketplace (buy or sell) 30 days within the signup
You will not be able to find affiliate programs that pay on a CPM basis as that is not the whole purpose of affiliate programs. These advertisers opt for affiliate programs because they don’t want to pay for merely pageviews of their ads — but only to something that actually contributes to their bottom line.
CPA is an accepted ad model, as CPM, and affiliate program is almost always = CPA
